PFT Free Agency All Pro Team: 2003 Preseason Progression Period

I have been thinking of doing a simple scheduled free agent review for a while now just to introduce something different from team news that I do. I had the idea to maybe do it at the progression periods. Here’s my attempt at the first one. It’s not rocket science and just something sort of fun to pass the time and is obviously just who sits atop the free agency shelf according to what I look for in a player.
