PTF 2007 COMPLETE TEAM POWER RANKINGS

Putting both sides of the ball together: which roster has the strongest complete team in PTF?

HOW THE COMPLETE RANKINGS WORK

We have already ranked every major offensive and defensive unit separately. The offense was built from QB, OL, receiving, HB and FB. The defense was built from Secondary, MLB, OLB, DE and DT/NT.

Now there is no reason to invent another complicated layer of positional weighting. Those decisions have already been made inside the two side-of-the-ball scores.

COMPLETE TEAM SCORE = 50% OFFENSE + 50% DEFENSE

The logic is intentionally simple: offense and defense are the two halves of the team. Each side already contains its own internal positional weights, so the complete ranking gives each side equal influence.

OFFENSIVE SCORE
30% QB + 25% OL + 25% Receiving + 15% HB + 5% FB

DEFENSIVE SCORE
30% Secondary + 20% MLB + 18% OLB + 17% DE + 15% DT/NT

The defensive score remains scheme-aware at the personnel level. Teams are marked as 4-3 or 3-4, and the unit rankings use the players appropriate to those fronts. The overall team score itself does not reward or punish either scheme.

League-average Complete Team Score: 84.52
League median Complete Team Score: 84.85

This remains a talent and roster-construction ranking, not a prediction of the standings. Coaching, playbook fit, gameplanning, progression, injuries and actual user performance can all move a team well above or below its talent score.

32. Raiders — 79.79 — OFF 80.78 (#27) | DEF 78.81 (#31) | 3-4

THE CHAMPIONSHIP TIER

#1 Lions — 89.19
Offense: 87.31 (#Cool | Defense: 91.07 (#2)
Detroit takes the #1 overall spot because there is almost nothing to exploit. The offense is already top ten, while the defense is #2 in the league. The Lions do not need one side to carry the other.

#2 Titans — 88.95
Offense: 88.58 (#2) | Defense: 89.32 (#4)
Tennessee is the closest challenger and may be the most dangerous high-end roster. The Titans pair the #2 offense with the #4 defense, making them the only team besides Detroit to rank top four on both sides.

#3 Cowboys — 87.52
Offense: 86.75 (#9) | Defense: 88.30 (#5)
Dallas reaches #3 through balance. A top-ten offense and top-five defense give the Cowboys no obvious side-of-the-ball weakness.

#4 Bills — 87.38
Offense: 83.66 (#22) | Defense: 91.09 (#1)
Buffalo is the first defense-driven contender. The Bills own the #1 defense in PTF, and that elite unit drags a #22 offense all the way to #4 overall.

#5 Eagles — 87.18
Offense: 83.78 (#21) | Defense: 90.59 (#3)
Philadelphia follows the same basic blueprint as Buffalo: the offense is only #21, but the #3 defense is dominant enough to produce a top-five complete roster.

Detroit and Tennessee are the cleanest complete contenders because neither side of the ball falls outside the top eight. Buffalo and Philadelphia are more extreme: both are championship-level rosters because their defenses are powerful enough to overcome bottom-third offenses.

THE MOST COMPLETE TEAMS

This section ignores the direction of the imbalance and simply asks which teams have the smallest gap between offense and defense.

1. Bears — Complete 86.43 — OFF 86.50 / DEF 86.37 — Gap 0.13
2. Chargers — Complete 85.50 — OFF 85.41 / DEF 85.59 — Gap 0.19
3. Giants — Complete 85.48 — OFF 85.65 / DEF 85.31 — Gap 0.34
4. Bengals — Complete 80.79 — OFF 80.46 / DEF 81.13 — Gap 0.67
5. Titans — Complete 88.95 — OFF 88.58 / DEF 89.32 — Gap 0.74
6. Ravens — Complete 85.16 — OFF 84.68 / DEF 85.63 — Gap 0.95
7. Broncos — Complete 84.73 — OFF 83.98 / DEF 85.49 — Gap 1.51
8. Cowboys — Complete 87.52 — OFF 86.75 / DEF 88.30 — Gap 1.55
9. Redskins — Complete 83.67 — OFF 82.70 / DEF 84.64 — Gap 1.94
10. Raiders — Complete 79.79 — OFF 80.78 / DEF 78.81 — Gap 1.97

Chicago is almost perfectly balanced: 86.50 offense and 86.37 defense. San Diego and the Giants are similarly even.

Tennessee stands out because it combines elite overall quality with excellent balance. A 0.74-point side-to-side gap is tiny for the #2 team in the entire league.

THE BEST NO-WEAK-SIDE TEAMS

Another way to judge complete roster construction is to rank teams by their weaker side of the ball. A team only scores highly here if both offense and defense are strong.

1. Titans — Weaker Side 88.58 (OFF) — Complete 88.95
2. Lions — Weaker Side 87.31 (OFF) — Complete 89.19
3. Cowboys — Weaker Side 86.75 (OFF) — Complete 87.52
4. Bears — Weaker Side 86.37 (DEF) — Complete 86.43
5. Chargers — Weaker Side 85.41 (OFF) — Complete 85.50
6. Giants — Weaker Side 85.31 (DEF) — Complete 85.48
7. Steelers — Weaker Side 84.91 (DEF) — Complete 86.18
8. Ravens — Weaker Side 84.68 (OFF) — Complete 85.16
9. Dolphins — Weaker Side 84.30 (OFF) — Complete 85.51
10. Broncos — Weaker Side 83.98 (OFF) — Complete 84.73

Detroit is #1 by this measure too. Its weaker side is still an 87.31 offense. Tennessee is even better at the floor itself: the Titans' weaker side is an 88.58 offense, meaning neither half of the roster falls below elite territory.

OFFENSE-DRIVEN TEAMS

1. Seahawks — OFF 86.10 vs DEF 76.25 — Offensive lean +9.85 — Complete #29
2. Vikings — OFF 88.40 vs DEF 82.06 — Offensive lean +6.34 — Complete #14
3. Falcons — OFF 87.43 vs DEF 81.57 — Offensive lean +5.86 — Complete #20
4. Patriots — OFF 89.07 vs DEF 83.37 — Offensive lean +5.70 — Complete #7
5. Jets — OFF 88.27 vs DEF 82.81 — Offensive lean +5.45 — Complete #10
6. Colts — OFF 84.75 vs DEF 80.36 — Offensive lean +4.39 — Complete #24
7. Chiefs — OFF 83.25 vs DEF 78.88 — Offensive lean +4.38 — Complete #30
8. Cardinals — OFF 85.92 vs DEF 81.57 — Offensive lean +4.35 — Complete #21
9. 49ers — OFF 87.75 vs DEF 83.91 — Offensive lean +3.84 — Complete #9
10. Rams — OFF 86.01 vs DEF 83.04 — Offensive lean +2.97 — Complete #19

Seattle is by far the most offense-dependent team in the league. The Seahawks own the #12 offense but the #32 defense, creating almost a ten-point side-to-side gap.

Minnesota, Atlanta, New England and the Jets also need their offenses to carry a significantly larger share of the roster's overall strength.

DEFENSE-DRIVEN TEAMS

1. Buccaneers — DEF 85.72 vs OFF 77.74 — Defensive lean +7.98 — Complete #28
2. Bills — DEF 91.09 vs OFF 83.66 — Defensive lean +7.43 — Complete #4
3. Eagles — DEF 90.59 vs OFF 83.78 — Defensive lean +6.81 — Complete #5
4. Jaguars — DEF 88.20 vs OFF 81.75 — Defensive lean +6.45 — Complete #16
5. Packers — DEF 84.53 vs OFF 79.31 — Defensive lean +5.22 — Complete #27
6. Browns — DEF 84.33 vs OFF 79.95 — Defensive lean +4.38 — Complete #25
7. Lions — DEF 91.07 vs OFF 87.31 — Defensive lean +3.76 — Complete #1
8. Texans — DEF 83.38 vs OFF 80.59 — Defensive lean +2.79 — Complete #26
9. Panthers — DEF 84.75 vs OFF 82.00 — Defensive lean +2.75 — Complete #23
10. Dolphins — DEF 86.72 vs OFF 84.30 — Defensive lean +2.42 — Complete #11

Tampa Bay is the most defense-dependent roster, but unlike Buffalo or Philadelphia, the offense is too weak for the defense to drag the team into contention.

Buffalo and Philadelphia are the important exceptions. Their side-to-side gaps are huge, but their defenses are so elite that both teams still finish inside the overall top five.

BIGGEST RANKING SWINGS WHEN BOTH SIDES ARE COMBINED

Bills — Complete #4 | OFF #22 | DEF #1 — 18-place lift over its weaker-side ranking
Eagles — Complete #5 | OFF #21 | DEF #3 — 16-place lift over its weaker-side ranking
Patriots — Complete #7 | OFF #1 | DEF #21 — 14-place lift over its weaker-side ranking
Jets — Complete #10 | OFF #4 | DEF #24 — 14-place lift over its weaker-side ranking
Vikings — Complete #14 | OFF #3 | DEF #25 — 11-place lift over its weaker-side ranking
49ers — Complete #9 | OFF #5 | DEF #19 — 10-place lift over its weaker-side ranking
Jaguars — Complete #16 | OFF #26 | DEF #6 — 10-place lift over its weaker-side ranking
Dolphins — Complete #11 | OFF #19 | DEF #7 — 8-place lift over its weaker-side ranking
Lions — Complete #1 | OFF #8 | DEF #2 — 7-place lift over its weaker-side ranking
Cowboys — Complete #3 | OFF #9 | DEF #5 — 6-place lift over its weaker-side ranking

Buffalo and Philadelphia are the clearest examples of why a complete-team ranking matters. Looking only at offense badly underrates both clubs; looking only at defense hides how much work that unit has to do.

DIVISION-BY-DIVISION BREAKDOWN

AFC EAST

1. Bills — 87.38 — League #4 — OFF 83.66 (#22) | DEF 91.09 (#1)
2. Patriots — 86.22 — League #7 — OFF 89.07 (#1) | DEF 83.37 (#21)
3. Jets — 85.54 — League #10 — OFF 88.27 (#4) | DEF 82.81 (#24)
4. Dolphins — 85.51 — League #11 — OFF 84.30 (#19) | DEF 86.72 (#7)

Buffalo's #1 defense and New England's #1 offense give the AFC East two completely different paths to elite overall roster strength. The Jets and Dolphins are both above the league median as complete teams, leaving the division without a true bottom-tier roster.

AFC NORTH

1. Steelers — 86.18 — League #8 — OFF 87.46 (#6) | DEF 84.91 (#14)
2. Ravens — 85.16 — League #15 — OFF 84.68 (#1Cool | DEF 85.63 (#10)
3. Browns — 82.14 — League #25 — OFF 79.95 (#30) | DEF 84.33 (#1Cool
4. Bengals — 80.79 — League #31 — OFF 80.46 (#29) | DEF 81.13 (#2Cool

Pittsburgh leads the division with a top-eight complete roster, while Baltimore sits in the middle of the league's contender tier. Cleveland and Cincinnati lack enough two-way strength to keep pace.

AFC SOUTH

1. Titans — 88.95 — League #2 — OFF 88.58 (#2) | DEF 89.32 (#4)
2. Jaguars — 84.97 — League #16 — OFF 81.75 (#26) | DEF 88.20 (#6)
3. Colts — 82.56 — League #24 — OFF 84.75 (#17) | DEF 80.36 (#29)
4. Texans — 81.99 — League #26 — OFF 80.59 (#2Cool | DEF 83.38 (#20)

Tennessee is the division's championship-level roster and Jacksonville is dragged upward by the #6 defense despite a weak offense. Indianapolis and Houston sit well behind the top two.

AFC WEST

1. Chargers — 85.50 — League #12 — OFF 85.41 (#16) | DEF 85.59 (#11)
2. Broncos — 84.73 — League #17 — OFF 83.98 (#20) | DEF 85.49 (#12)
3. Chiefs — 81.06 — League #30 — OFF 83.25 (#23) | DEF 78.88 (#30)
4. Raiders — 79.79 — League #32 — OFF 80.78 (#27) | DEF 78.81 (#31)

San Diego and Denver are solid, balanced teams, but Kansas City and Oakland pull the division down. This is the weakest complete division in PTF.

NFC EAST

1. Cowboys — 87.52 — League #3 — OFF 86.75 (#9) | DEF 88.30 (#5)
2. Eagles — 87.18 — League #5 — OFF 83.78 (#21) | DEF 90.59 (#3)
3. Giants — 85.48 — League #13 — OFF 85.65 (#15) | DEF 85.31 (#13)
4. Redskins — 83.67 — League #22 — OFF 82.70 (#24) | DEF 84.64 (#16)

Dallas and Philadelphia both rank in the overall top five, while the Giants are one of the league's most balanced teams. Even Washington is competitive, making the NFC East one of the deepest divisions.

NFC NORTH

1. Lions — 89.19 — League #1 — OFF 87.31 (#Cool | DEF 91.07 (#2)
2. Bears — 86.43 — League #6 — OFF 86.50 (#10) | DEF 86.37 (#Cool
3. Vikings — 85.23 — League #14 — OFF 88.40 (#3) | DEF 82.06 (#25)
4. Packers — 81.92 — League #27 — OFF 79.31 (#31) | DEF 84.53 (#17)

Detroit is the #1 complete roster, Chicago is #6 and Minnesota owns the #3 offense. Green Bay is the only team outside the top half, giving the division exceptional top-end strength.

NFC SOUTH

1. Saints — 84.69 — League #18 — OFF 86.12 (#11) | DEF 83.26 (#22)
2. Falcons — 84.50 — League #20 — OFF 87.43 (#7) | DEF 81.57 (#26)
3. Panthers — 83.37 — League #23 — OFF 82.00 (#25) | DEF 84.75 (#15)
4. Buccaneers — 81.73 — League #28 — OFF 77.74 (#32) | DEF 85.72 (#9)

New Orleans and Atlanta are offense-led, Tampa Bay is defense-led, and Carolina sits between them. The division has talent but no true top-five complete roster.

NFC WEST

1. 49ers — 85.83 — League #9 — OFF 87.75 (#5) | DEF 83.91 (#19)
2. Rams — 84.53 — League #19 — OFF 86.01 (#13) | DEF 83.04 (#23)
3. Cardinals — 83.74 — League #21 — OFF 85.92 (#14) | DEF 81.57 (#27)
4. Seahawks — 81.17 — League #29 — OFF 86.10 (#12) | DEF 76.25 (#32)

San Francisco leads the division with a top-ten complete roster. St. Louis and Arizona sit in the middle, while Seattle's league-worst defense wastes a strong offense.

DIVISION STRENGTH RANKING

1. AFC EAST — 86.16 — OFF 86.32 | DEF 86.00
2. NFC EAST — 85.97 — OFF 84.72 | DEF 87.21
3. NFC NORTH — 85.69 — OFF 85.38 | DEF 86.01
4. AFC SOUTH — 84.62 — OFF 83.92 | DEF 85.32
5. NFC WEST — 83.82 — OFF 86.44 | DEF 81.19
6. NFC SOUTH — 83.57 — OFF 83.32 | DEF 83.83
7. AFC NORTH — 83.57 — OFF 83.14 | DEF 84.00
8. AFC WEST — 82.77 — OFF 83.36 | DEF 82.19

The AFC East narrowly wins the complete division ranking, but the NFC East and NFC North are right behind it. All three divisions average above 85.5 overall.

The AFC West finishes last because Kansas City and Oakland both sit near the bottom of the full league table.

GM TAKEAWAYS

1. Detroit is the most complete roster in PTF. The Lions rank #8 on offense and #2 on defense, producing the league's best combined score without relying on a single dominant side.

2. Tennessee may have the highest championship ceiling. The Titans are #2 offensively and #4 defensively. No other team combines two top-four side-of-the-ball rankings.

3. Buffalo and Philadelphia prove defense can carry a roster. Both teams have bottom-third offenses, but #1 and #3 defenses respectively are powerful enough to keep them in the overall top five.

4. New England shows the opposite extreme. The Patriots own the #1 offense, but the #21 defense drops the complete roster to #7.

5. Balance matters most near the top. Chicago, San Diego and the Giants do not have the single best offense or defense, but their lack of a major side-of-the-ball weakness keeps all three competitive.

6. Seattle has the league's most dramatic structural imbalance. A strong #12 offense is paired with the #32 defense. Until that defense improves, the offense has almost no margin for error.

7. Baltimore is a targeted-upgrade team rather than a rebuild. The Ravens sit #15 with almost identical offense and defense scores. Fixing receiving and OLB would attack the two clearest holes without needing to reconstruct the roster.

FINAL THOUGHTS

The separate offensive and defensive studies showed us where every roster is strong. The complete ranking shows something different: whether those strengths actually fit together into a championship-level team.

A dominant offense can carry a mediocre defense. A dominant defense can rescue a weak offense. But the teams at the very top usually need both.

Detroit finishes #1 because it has no weak side. Tennessee is only a quarter-point behind because it pairs elite offense with elite defense. Dallas is the next most complete contender. Buffalo and Philadelphia are dangerous in a different way, leaning on championship-caliber defenses to compensate for much weaker offenses.

From there, the league becomes incredibly tight. Only a few points separate the middle of the top twenty, which means one trade, one progression jump or one weak room being fixed can completely change the order.

That is ultimately what these rankings are designed to show: not just who is best today, but where every GM can gain the most ground.

COMPLETE TEAM SCORE = 50% OFFENSE + 50% DEFENSE
